[chirp_devel] [PATCH][BTECH] Improved timing in the driver, fixes #3015

New approach for the serial timeouts and timings in general
on all IO functions.

As a consequence I have to rewrite the _rawrecv() procedure,
and remove the _rawsend() in favor of _send() which received
all his code.
