I don't think I've worked on any radio driver in chirp that has required
such a thing. Many other amateur radio work has required stuff like
this, usually because of slow over-the-air transmission rates, etc. So,
not sure what to point you at. Just implementing a queue based on a list
structure should be fine and straightforward.
