[chirp_devel] [uv3r] Firmware image for testing

I'm not sure if this is actually a "v2", or if it's American (2.5kHz
steps) vs. European (5kHz steps). The software from TYT calls it
"UV3R25", but hopefully folks aren't even touching that if it's
supported by CHIRP. I think the distinguishing feature is the ability to
set 2.5 kHz tone steps, so that's how we have to go about telling people
how to determine which radio they've got.
