[chirp_devel] RFC display_pre_upload_prompt_before_opening_port user selectable

Hi all!
Recently we had some issue (#1641 #1655 and #1715) where user are able 
to download from radio but are unable to upload.
Common points I've noticed are OSX 10, prolific cables (probably clone) 
and yaesu radio.
I suspect all is caused by an OS, driver, cable and software timing 
combination.
On issue #1614 user solved changing cable driver but on issue #1715 
problem have been solved setting 
display_pre_upload_prompt_before_opening_port to False.
We already know changing that setting for all is not completely safe so 
I'm looking for a solution where the user can change that setting on his 
own.

What if I add a check box on upload to radio dialog to force 
display_pre_upload_prompt_before_opening_port to false?
Check box label can be "Force alternative open port scheme"

Any thoughts? Suggestions?
