I use a transaction trigger to enforce the bug number, because it's
quick. The tests take a few minutes to run, and the repository is hosted
on an older machine that I don't really want the tests to run on.

Honestly, this is something that git would make *much* easier, but I
don't really think that we're quite large enough to warrant a fully
automated gate and repository management system. Anything that has the
potential to break things beyond one or two drivers gets tests run
before i push.
