[chirp_devel] comments in bitwise definitions

Thanks Dan,
I think this will be fine. Just need some comments to myself or anybody else reading this code, as sometimes there are strange relationships between memory formats, or things like:
"not sure about this field, but i think it has something to do with X" and then maybe somebody else can work off of this ;)

Not currently. Single-line and inline comments are pretty easy, if that
seems sufficient. I just sent a patch that would do it. Let me know what
you think.
