I followed the notes at

In addition to that, I have the following notes for what I found as I
went through the process:
- Follow site directions for setup
- install py2exe
- install cygwin
- add Cygwin zip/unzip
- install NSIS
- run build/make_Win32_build.sh from top hg directory
- output in c:\cygwin (which is a little weird....)
Builds were done from the cygwin prompt.
