[chirp_devel] Starting development for Kenwood TS-590s

Hello all,

I bought a TS-590s on Wednesday, my first HF radio! I've experimented with
the serial command interface and a visual basic spreadsheet which loads and
stores memories so I'm fairly comfortable with its interface. I don't know
Python but am quite familiar with Perl and solid in Java and C so I'm not
too worried about picking it up.

I created a ticket to track the progress.
