[chirp_devel] Bug 681: 1/4 Make IARU R2 band name more useful

Hi,

This is patch 1/4, a set the complete Bug 681.  They are sent as four
emails to facilitate discussion of the functionally isolated features.

This one is straight forward, it just makes a name more readable. You can
merge it into another of the series if you like.
