[chirp_devel] Wouxun KG-UV6D memory map available

I created a memory map of the Wouxun KG-UV6D, I have tried to include all
possible settings. I can not promise that it is complete or correct in
every detail, but I think it is a good start.

I was not sure how to let the developer group share this, creating an issue
at the site seems wrong.
