[chirp_devel] Development env?

My Windows 7 64-bit configured as suggested by Dan works fine. Python isn't
in the path, so in the command window and in the chirp.hg folder, I have to
launch CHIRP using the following command:
C:\Python27\python chirpw
I've since then created a shortcut on the desktop that launches CHIRP by
setting Target equal to the following:
C:\Python27\python.exe "C:\Users\Jim\chirp.hg\chirpw"
