[chirp_devel] Development env?

It is wherever you where when you ran the "hg clone". It doesn't matter
where it is, because it's your working directory for the code. I'm not a
Windows user, so I have no idea where devs normally stage their stuff,
but I'd guess in My Documents or something? Totally your call :)
