[chirp_devel] Some more VX-6 bits

I've added some extra bits I know about to VX-6 channel memories. I 
reverse engineered a good part of the VX-6 image format some years ago, 
but never followed up on it.

The attached patch modifies the memory format in vx6.py, with a separate 
comment block to explain what's going on. The fields for Power and half 
deviation should be useful.

I haven't tried to tie the bits up to the program logic.
