[chirp_devel] Patch for Wouxun Power Level Support

Hi all,

I don't know what the preferred method of submitting patches is but I just
created an hg diff in this instance.  Let me know if a different way is
preferred.

This patch adds power level support to the Wouxun radios.  I tested it on my
KG-UV3D.

I will be adding more features over time but this one was higher on my list.
